Fallout 3 Unable to Access DLC - A How To Guide
(This Guide has been edited for the Changes of GFWL 3.0)
For this we will use the example of Operation Anchorage for Fallout 3
When you are unable to access content for Fallout 3 downloaded via the marketplace, it usually means you are not signed in to the LIVE service while in the game.
Things to check
1. Verify that Fallout 3 is installed to the C: drive.
2. Verify that the GFWL Marketplace My Media tab shows the content as installed
3. Verify that you are signing in to the LIVE service in the game
4. Verify that you have started a game while signed in to the LIVE profile
5. Verify that you were connected to LIVE the first time the content loads in game.
If you are not signed in to LIVE you will not have ability to select “DOWNLOADS” from the Fallout 3 in game Menu
Once you have signed in to LIVE the “DOWNLOADS” options will be available.
Once you have signed in to LIVE select the “DOWNLOADS” option from the Fallout 3 in game menu. Select "New Content Available"
Once you have selected "New Content Available" This will show you the in Game Marketplace Pictured Below.
A Check mark will appear next to the content that is installed. This will confirm the content is read for use in Fallout 3

Why do everyone love C Drive?
Don't they know that C is meant only for OS?.
Iam talking about issue 1 which is ridiculous.
Overall this a wonderful solution from eastmanblue.
I found with broken steel and point lookout they didnt need moving, just plug and play...
Thank you for the detailed description. Is it possible to make it work on drive other than drive C: (eg. I cannot reinstall because of low free space)?
However it maybe possible to make it work on a drive other than C: I would still suggest that maybe you free some space.
I just thought you could create a place holder direct with a shortcut and have it point to where fallout 3 is installed. I have not tried this so I have no idea if it will work.
Because of messed up partition I really can’t free more space.

I think the answer to this is don't sign into GFWL when you start up the game. Just start a game

No, it's not crucial. I have Fallout installed on D: and just moved (not copied) all the DLC files to the /data folder. No single problem or crash so far.

Well first off does it even work in the online mode?
The content will work offline as long as you are using a LIVE enabled profile and have at least logged in the LIVE Service once in the game since the DLC was installed.

What do you mean you messed up the partition? How big is your HDD? There are tools to resize partitions.
