Well they could be given an incentive from Microsoft. I feel like in a few years Microsoft will be pushed to do so at some point. Even if they only do it for Gold memberships it would be worth it as most PC games have dedicated servers that cost $20-40 a month to run a server and a small fee of $5 a month or so for Gold Live and easy access to dedicated servers would definately be a plus. Hopefully the PC servers can keep their PC charm to them though and keep them open for same options as most gamers are used to though. Even if Microsoft ran a separate silghtly more expensive plan other than Silver and Gold for free acess to servers for a small fee, but more so than typical Live account. Servers that would allow for game mods and user content as well as the DLC and crap thrown into the Live games as well as admin controlled servers.

I dont care about this update ethier, it wasnt a big deal for me to alt tab out of game and download the dlc. the one thing though i liked was the abiltiy to buy points in game.
In 4.0 i would like to see more people not bashing.
And more people playing and ENJOYing live.

This, although I'm not sure exactly how they would work it. Let me explain a little
Gold membership has several perks, one of which is allowing you to use xbox.com to send messages. If they released a client for GFWL that allows out of game messaging for silver members (remember we only need to be silver for GFWL), whats to stop all the people with xbox's downloading it & using it? thus negating one of the reasons to be gold.
Adding the messaging to the marketplace app would be the logical step. if they could set it to allow you to message out of game if you have a GFWL game registered to your GT it may well work. But then that would require either this whole new anti-piracy stuff to be either back dated to all GFWL games, or you would only be able to use the messaging if you have one of the new GFWL games that uses the new 3.0 anti-piracy measures.
I can see why they haven't ever mentioned anything about out of game messaging, its a little more complicated than it initially sounds.
Party chat, 360 Avatars, out-of-game dashboard (the client is a good start, now let us do everything from the dashboard instead of forcing us to xbox.com or the game), game patches directly from the said mentioned dashboard, and better PC-360 online support (if necessary, give players the option on both ends to play only their current platform or go cross-platform), and of course, a cross platform XBLA, just rename it to LIVE Arcade and give devs the option to retroactively add PC controls to their games, otherwise give users a warning when downloading a game that it only supports the 360 controller. Just my 2 cents ;)

Someone is way out of date. You no longer need a Gold membership to use GFWL, its free now.
