I can get smooth gameplay for probably a single mission. Then for some reason it all goes to hell and starts stuttering and skipping all over the place. It makes driving impossible. I know I might be lacking in RAM but that isn't the issue if the game will run smooth for even a short while. I have done the commandline.txt file and added a few commands which helped a little bit but the stuttering is still a major problem. Any help would be much appreciated.

2GB Corsair XMS2 DDR2 800 RAM
Intel Q6600 2.4 Ghz Processor

With you having an SLI motherboard, have you got your graphics card in the correct slot for using a single GPU cos I know of people having issues when using those type of mobos with one card

you don't need a program to do this. Just type msconfig in the search area on start menu and only allow microsoft services and processes to start when your pc boots up

Msconfig is not for turning off Windows services, you use it for turning off the startup programs. If you wish to turn off services you use Services.msc. Though, I do agree with you on not needing a program for that and his advice is really not helpful.

Also, one of the stutter problems was suppose to be fixed via a Games for Windows - Live patch. Are you on the latest games patch and the latest version of Games for Windows - Live?

Shows how much you know, I worked at PC Service call (the PC World call centre) as a Troubleshooting advisor and I am 3/4 through Comptia A+ if you look at the screenshot you will see it is on the services tab and if you go through it you can disable non microsoft services if you choose to do so. I don't mean to be on your case but if you say something wrong I have to alert you to this
Hey everyone, thanks for the replies, just to follow up on some of the questions asked, Yes my video card is in the right PCI-E Slot. It also has the very latest drivers. Luckily this isn't my first build so small mistakes like that are avoided now. :)I am on a fairly fresh installation of XP which barely uses any resources as it is. I already cut down as many programs as I could just to be sure it wasn't them and the problem hasn't been alleviated.
And Yes I am on the most current version of both GFWL and GTA IV. When I googled my problem all I got was news articles about the patch in question that was supposed to fix the stuttering. However it seems there might still be a small group of people where it is still a problem, myself included. :(

Services.msc is used to start, stop, disable, pause, and set them to turn on or off at start up on any services. While msconfig is a worthless and no good for services and not made for it in terms of general use. I say you do not use msconfig for the job of what services.msc is for. I could careless what Comptia A+ or what ever class you took, but you are not understanding the difference between the two. Which shows how little you know about what you are talking about. Not trying to be rude, but learn a little about the two before you state it will keep a service off from startup or even claim some one is wrong.
As you will see most of the services in services are in the services tab in msconfig. You don't want to be turning anything off in services as they are important windows services and for your drivers. Services is for example system restore is not working you go in and start the service. MSconfig is for deactivating services, startup programs, changing your boot file and launching various tools like system information and system restore.
The reason is you use services.msc is because with msconfig and Hardware Profiles, you can disable services that may be vital to boot your system. With the management console (services.msc) you cannot. Also, msconfig, while unchecking the box, is disabling the service completely. It is safer and has a bit more options as I stated before. You really need to get with times and use services.msc like the other half of the world. Have some nice reading material and let us get back to this guys problems.

All you have to do is check the hide microsoft services option on msconfig. Maybe I agree with you but msconfig still has its place for stopping unnecessary programs on startup (which is what I was on about initially) Still why would it be part of the comptia a+ syllabus? Why would pc world advise millions of customers to use it (true i forgot to say check the hide microsoft services button) I'd say neither you are wrong or me but you can do a lot more with msconfig and it is a very important tool, always was, always will.

Not gone, just not used to such fast replies lolz.Okay, so I might have found the solution on one of CW Elite Alien's links.I took my commandline.txt file and removed all commands with the exception of a command designated by a RockStar admin who created a list of specific commands for specific sizes of video memory.After starting the game there was no stuttering for more than a few missions, alt tabs (with a little stuttering because the game was being reloaded back into the RAM as needed), and being away as well. Eventually the game DID crash though but it was so far along that I don't mind. I'll post again if this whole awesome play session was just a big fluke and it comes back, otherwise that 2nd link you posted, CW, is pretty important/useful!
