Every time I try to log onto GFWL, the client tells me that I need to update the version even though I made sure that I have the most up to date version from the GFWL website. I continue to install the update, and when it is finished, I install the update on the screen that pops up. When I restart Fallout 3, the same update message pops up. I have tried to manually update the GFWL client, Fallout 3 to v1.7, and I have allowed all ports that need forwarding according to GFWL support. None of this has worked. Anyone know a fix?

Did you enable UPnP and your NAT on your router?
one other thing I can think of is your Antivirus. If you know your way around your Antivirus, try configuring it.
If not, and be careful here, try completely uninstalling your antivirus and try again.
BE SURE YOU ARE ABLE TO REINSTALL YOUR ANTIVIRUS OR DON'T TRY THIS STEP.
Most antivirus have firewalls and permssions, so this could be one of your problems.
Try refreshing your TCP/IP stack as well.
