Why can't we disable Aim Assist in Halo 2 Vista?

I, myself play with the traditional KBM since I'm used to games like CS:S, Halo 1, etc . But now, I;m finding it unfair that controllers get this huge advantage over mice - the combination of the controller sensitivity (set to 5) and auto aim makes it much much too easy to get kills, especially in multiplayer. Unlike Xbox 360's, our 'Guides' do not have the option to turn off aim assist.

So, why can't we disable aim assist? Is it because M$ wants a measly $50 for a controller so that we can have the upper hand?

It sorta sucks but it is way easier to play H2V with the controller and I prefer the mouse
