Unfortunately there is nothing we can do to fix this issue since the developer makes the patches & the LIVE team pushes what the developer gives them. What you can do is purchase the DLC retail disc via game store or purchase the Fallout 3 Game of the year edition which includes all the DLC. I am sorry, & it is a real bummer they chose this

Where does the game say it is made on the box. It sounds like you have the version that is made in Singapore. That version does not have a patch for it. So after installing it & entering your product key it immediately connects to LIVE without the need for a patch. Patching Fallout 3 with a patch that is not for the region the game was made in will

If the server has been set up as a service then you will not need the cmd open. But if you do not want it to run as soon as the PC gets to windows then yes you will have to leave cmd open & you will have to set it up everytime.
