The decision on which countries would be LIVE supported requires much-much more than the input of a few manager.
Using Morocco as an example, to have LIVE be supported there, would require a partnership with the officials in that country, the telecom companies, and LIVE Services, this just to name a few.
From there any legal requirements would first need to be met, then agreements made (contracts) on addressing the logistical / sustainment requirements.
If it were as easy as flipping a switch, then it would have been done already. Possibly conferring with Maroc Telecom first on why LIVE is not available would be a very good starting point. The telecom providers typically have the largest insight into how Internet services are regulated, managed, supported, etc.
STEAM and World of Warcraft support Morocco, that is, when you try to create an account Morocco is in the list of countries, and their services work fine here. They didn't do any of the gross bureaucracy you described. As an individual I am using the services of a foreign company and it is not officials or ISPs business, I'm sure nobody in "Maroc Telecom" knows what the hell is LIVE.
I am not entirely sure what you are looking for then. Steam provides a conduit to download digital games. WoW provides a subscription service for one specific game that conforms specifically to a single standard. You then compare that to LIVE which is an offering that connects various games to a single end-user experience within the LIVE eco-system.
To be candid, you surmised it yourself; 'Marco Telecom' does not know what LIVE is, then if that were true, how would they know how to support the LIVE Service? It’s a little bit more complicated than that.

ISP don't need to support anything, all is needed for one to use live is a broadband connection. I can use it myself fine and play online without lag and download demos if I lie about my country, but I no longer want to feel being treated like an illegal immigrant, I want a minimum level of service and aknowledgement since I pay money too.

Hello, I am a gamer from Poland, recently I bought RE5 and I cannot play online. This game was made to be a co-op experience and I feel cheated, because I cannot have a full experience thanks to Microsoft's policy and their Games for Windows Live. I find it weird, that a little and poor country like Portugal is supported, but Poland is not, even though Poland has a larger user base.
As for now, I will not buy any game with Games for Windows Live function, as I cannot use it. Now MS may say they won't make it accessible due to small userbase, but how do you want to expand GfWL userbase, when your product (GfWL) is tackled onto games and prevents us from playing on-line?
Next time I buy a game, I will make sure it is not GfWL, so I can actually play it properly and use all the finctions I PAID for.

I bought GTAIV immediately when it was released. I STILL can not play online.
Do you realize that I have half of the game for the full price for a year now? Even less than a half, no achievements too.
You know, there are many-many countries where, for example, GTA is very popular. And they are not in "supported countries" list, so we basically can go satisfy ourselves.
So what exactly can LIVE offer to me? Its offering that ill pay full price and cant use my game properly? Bad deal...also how is Marco Telecom supposed to know what LIVE is if you havent conntacted them? Arent you supposed to tell them how to support it? Also....what countries have you conntacted so far? Is there any progress?

Hello, my father works at Microsoft Zrt. Lead progressive development in Hungary, and I have asked this from him when Microsoft will going to fix this, well he answered me that, Microsoft won't expand their business into any more countries than the above shown, because LIVE is a market place, and LIVE can't gain any lead space in the market further than the now existing ones.
The possible installation will only be done, when there will be an available race position in the market for Microsoft.
While, this position is not available for microsoft to fix the issue, till that they won't deploy their system into these countries.
The installation of this system would only cost microsoft 500000 USD, that's five hundred thousand united states dollar, for one country.
Microsoft won't expand this because the economical race, with other developer corporations would totally push down Microsoft into the dust.
For your information again, these "expandings" won't be done before 2016, or if Microsoft can't overtake EA, Steam or other share holders.
P.S.:
For responding to that, Microsoft only expandes his LIVE into your country if you pay him the establishment costs, pay the worker's fines.
And yes, what this little "LIVE" moderator doing here, this "Xezerez" is only trying to keep the mob down to it's best, and to keep creating big lies, and pittyfull excuses why his bankrupted corporation can't expand his junk, and other ods and ends.
Hello, I live in Uruguay and there is no LIVE support here, and I don't know if there will be any in the future, but I know many people who own a Xbox 360 or that use GFWL in uruguay such as me.And I know even more people in Argentina that use these services.officialy covering these countries would not be a bad idea ;)
