Nowadays most of the games are GFWL which they can't be played online if you don't live in a supported country.

WHEN IS GFWL COMING TO LATINAMERICA, specially Chile?

Well right now we don't know.  But if you make a new account and make the country you live in US or UK than you will be able to play on LIVE.

there is no timeline that I am aware of.  Try this:

Make a gamer tag.  The easiest way is to go to www.xbox.com and create an account. For your live ID I recommend an email address you use alot and is online based like anyone@hotmail.com for example.

download the client for Games for Windows live, install, sign in and verify it works

download and install a demo for one of the games.  Make sure your PC meets the minimum requirements, but I always suggest the recommended requirements.
