There has been tons of threads on this. I don't think Moderator has posted any information to whats going on or to whether they are fixing the problems right now. I am sure they are aware of it. This post is to try to consolidate the information from other posts. The usual solutions are not working which leads me to believe that there is a problem with the Live marketplace.
Clear your internet cache. Try lowering your internet settings. You will still run into errors by doing this all you can do is navigate back to marketplace home. Then click the addon/Video you want. Keep doing this, eventually it will load what you want. Now when you purchase the addon it will most likely give the error page again. Yes your points will be gone. But you need to close the program. Then open it up & go to my media tab. On the left side click all items. then top right there is a tab for Display. Click entire history. Then the content should be there in a tab. Click the download button. Heres some quotes of fellow users that did this & got it working.

I purchased Operation: Anchorage this afternoon, got an error screen, lost the points and couldn't then view any fallout 3 on the marketplace. Nothing showed up in purchase history or downloads. About two hours later it did show up in the history, and from there I have successfully downloaded it. Still no access to any of the others, which I was planning on buying. Hopefully the live people will fix it tomorrow. At least the points shouldn't be gone for good!

RAMunch: If it takes your gamer points but gave you an error before starting the download., log out and back into GFWL. Then goto your history page and make sure you select all history. It should show it there as purchased but not downloaded. Click download and it should start up. We are aware of this issue and looking into it, I'll update with more info as I get it.

I've personally tried all the above and even went as far as removing the games for windows liv app from my system.
I've managed to get through to the Fallout 3 main page on the market place via the "Downloads" menu in game howver the links to th add-ons failed. I can get to the fallout 3 videos but not the add-ons which would make me think that for some reason the links to the pages are wrong or getting garbled.
Is there anyway to debug the GFWL interface without installing the dot Net farame work debugger which i would assume breaks the T&C's?

Hi Guys, I have been doing some repro at home. I have since reproduced this on XP, Vista, and WIn7. It apears the ussual troubleshooting is not working. However it does not appear that everything is effected such as access to the Volcano Map Pack . When I reprouced this on XP it was a brand new machine with a brand new client install. I am sure the good people at Microsoft will fix this soon since they are not making the money when the client is not working.

Close the application. Open it up. When in home, click the litttle GTAIV picture. Then when the banner loads click it to show all the GTAIV content. Then click the addons in the left tab. From what I can see is that the marketplace will only display two addons. It will not load the other three that are available. So click the addon you bought & hit the download button. If you click the other addons, three out of the four are not going to load.
If you rinse & repeat this procedure, you can get the other pages to load. The pitt is a hard one to get working.
Once you hit that error page it is likely all of the stuff is going to come up with that message.This is just observation to what it is doing on my machine. I can get all the pages to load. I just have to do it a wierd way.

This time the game shows up in my media downloads, but now it says "Can't Download Item". I hit "retry" but it just stays there. At last....I had to close down and re-clear the cache yet again and reload GFWL....Now it's downloading slowly! I hope this is worth it.

I appreciate that people are trying these different things and sometimes get it to work, but I don't think its any stretch to say their changes are really having no effect and its just some problem with the gfwl marketplace randomly working or not (usually not).
At the minimum there should be a warning message on the main gfwl that the marketplace is down.
That this still isn't fixed is incredible to me.
I have followed advice listed on this forum and I have had limited success.
As it stands I have purshased the Broken Steel DLC for Fallout 3 and am waiting for it to show up in MyMedia tab of GFWL Client.
In order to get to be able to purchase the DLC I had to load Fallout 3 and use the Downloads portion of the Main Menu. This lead me to the Fallout 3 page, after my first attempt I was meet with the common error that everyone seems to be getting. By using this entrance to the Marketplace numerous times I was able to finally purchase.
It seems that you can get there, and if you do the D/L portion is going to take some time to get loaded.
If you are patient I do believe that you will get through, persistance seems to be helping as well.
My two cents regarding the client is limited (due to lack of knowledge, but any information is bound to help). It seems that you are only able to log into marketplace via the game. The Client seems to have issues patching and acknowledging the user. It seems to be a server side error that needs to be remedied ASAP. I still have 800 points that I want to spend on another DLC.
i have bought the DLC that i wanted, but since everything that happens on the marketplace is completely random for me at the moment, it was pure luck, and had nothing to do with hours of pouring ver information on these forums
Check your MyMedia tab. Are you getting a red line of text saying that the client is having troubles loading your purchase history?
