It's like as if Microsoft wants to encourage people to pirate games. I can't wait to see this company crash and burn in the future years. The way they treat their customers with long periods of delay fixing errors like this is just disgracful.

Haha if Microsoft dies there would be no such thing as a personal business machine, only the cheap personal computers that weigh 8 oz and don't have a cd drive will exist. Yea, I'm an Apple hater :D
If your desperate to get the DLC there was somebody who called Xbox (and was redirected to GFW) was instructed how to fix it and apparently it worked, so there is a possibility, but it may depend on the person. Otherwise try all the firewall, and cache deletion stuff as it seems to work to an extent.
I miss the old days where Guild Wars and Battlefield 2 dominated online gaming. Since I have slowly receded into offline FPSs and RPGs. My gaming history.
If you see your client looks like this in the upper right & the error message "There was an error retrieving your purchase history. Please sign out & try again later". Your date & time on your computer is not in sync with internet time. You will have to get your time to sync to the internet before you will get the client to work properly.
If you read this thread you would see there are many people that have gotten their downloads to work eventually. This one too http://forums.gamesforwindows.com/t/5378.aspx You can bash all you want. But if it wasnt for micirosoft then you would not be here. Things don't get fixed in a day. If you were following this problem, it has been officialy 3 working days. If you can't wait, then move on with your life.

It allowed me to see my Broken Steel DLC and I am d/ling it now.
I will update if I can get the another DLC. Trying for The Pitt

This is is important, you will get error messages & not see the history of your purchases. If you can get rid of this message & click all items. It will show when you bought what, eventhough you bought the download, & a error message came up. The markeplace would be completely broken if it would not proccess the transaction. But since it takes the points away, it is granting users the DRM rights to download it. If you look at the billing site it will say what you bought as well.
If you get no error messages & it still will not show up in your all items display: entire history. Then you need to navigate to the page where you purchased it. Do it the way I explain below. It will not work everytime, I know. But with a little presistence, you will get what you want, & paid for.
Clear your internet cache. Go to control panel -> internet options in browser history. Delete your entire history. Open up the marketplace application. When in the home page, click the litttle GTAIV picture. Then when the banner loads click it to show all the GTAIV content. Then click the addons in the left tab. Pick the addon you want to purchase. If it doesn't load, then close the application & try it again the same way. Keep doing it, it will eventually work.
I have done this on many PC's already, every day since this issue has been going on. It works, not the way its supposed to. If you have been into PC gaming since the early 90's you would know by now that PC gaming is not something that is easy. You have to figure things out & do work arounds. Nothing is spoon feed, nor do you get it your way right away.
At least they are finally acknowledging there is a problem over on xbox live. I guess I've be spoiled by using Steam and it just, you know, working.

Thanks eastmanblues, I suspected that the 360 service was having this problem. But I wasnt around to see if it was working on the 360. I don't think it affected them. If it did, it would not of taken the xbox team 2 days to post this up. It could of though, that page often is wrong, or never gets updated.

Alright, I simply deleted history, got on Live and it worked. No errors at all!
Maybe that worked or it was fixed, but try it guys!
I am swaying towards things being fixed. I just deleted my history & navigated to all the addons. I am having no issues right now with the marketplace.
